  1. We recently used a service to convert 1" video to DVD. Now I have to replace a few seconds of the DVD with updated information. The DVD doesn't have a menu and doesn't need one.

    What is the easiest way to do this?

    Is there a way to do this that doesn't require re-encoding the entire DVD?

    Yes, rip the DVD to your hardrrive using DVDDecrypter in IFO mode. This will give you a single large VOB file. Then, load it into VideoReDo and perform any cutting/joining/rearranging you want. Only the frames around the joins are reencoded, with no noticeable loss of quality at all.

    Other tools that do frame-accurate MPEG editing incl MPEG Video Wizard, Cuttermaran (free)... But VideoReDo is my favourite, easy to use, and reasonably priced.

    If you want one big VOB, make sure you set file splitting to None in the Settings dialogue. It is set to 1GB by default.

    Do any of those programs accept stills or will I have to convert the stills to video first?
