I'm looking for a program that can make closed captions and make them into SCC format. I have Captionmaker but that makes them into question marks. Does anyone know a program where I can make good SCC closed captions?

Captionmaker is supposed to be able to output into various closed caption formats. What version of CM do you have? Does it put in the timecodes?
CCASDI.EXE from McPoodle's SCCTOOLS tool set can probably be made to work for you.ICBM target coordinates:

Can somebody show me how to use CCASDI. I have no clue how to use it.

1) Open a DOS window.
2) Navigate to the directory containing CCASDI
3) At the prompt ( C:\YOUR DIRECTORY> ), type " CCASDI ".
4) Read the instructions now displayed.
As a fallback, you could always read the instructions that are included with the SCCTOOLS package.ICBM target coordinates:

OK I did that and I read the instructions but it doesn't really tell me what to do.

Perhaps it would help if you could define just exactly which part of the instruction manual written by the author of the program you fail to understand?
Very few people do this. You will not get the hand-holding many have come to expect with more popular operations. The number of people actually creating closed captions on this board is probably in single digits.
Subrip2Scc is most likely the program you want, though you have not clearly explained what process you are attempting to follow. Should take you less than 30 seconds to find the manual.
From what source is your video, and more importantly, your original source of either captions or subtitles? Or do you intend to type them from scratch? -
Why yes I have been typing them from scratch (using Captionmaker), Well actually there is no closed captions uploaded with the video files that I downloaded and I need to make closed captions, well that's what I want to do.

First, see if you can download matching subtitles. These are available for most movies.
Or, create the subtitles from scratch in Subtitle Workshop or similar program. Royal PITA.
Subrip2Scc will convert these to SCC format. Highly recommend reading McPoodles page on this, lots of good info there.
Ideal would be to create captions directly in your other program, but it doesn't seem to be working and there are few if any alternatives.

Hi everyone.
I have been using a very simple way to capture closed captions. I suffer from a high frequency hearing loss & must use hearing aids. Without captions, dialog sounds muffled to me.
What you do is get a VCR (cheap one is ok, that's what I use). Connect the cable/antenna feed to the VCR. Connect the outgoing video and audio feeds from the VCR to your capture card. I had to connect the audio lines right to my sound card. Turn on the VCR & get the right channel (2 or 3 probably). Get your capture card working with whatever capture software you are using (I use AVER Media with a Happauge card). With the remote control for the VCR, get to the setting for closed captions. When done, you should see closed captions on your monitor. Now you are good to go for capturing videos WITH CLOSED CAPTIONS! The VCR does the work of captions! This should work with any capture card. I have been using this method since last December.
Note that in case of power failure, you must re-program the VCR for closed captions.
