You will need a couple of utilities:

    1. To make your drive RPC1 get LtnRPC from here: http://codeguys.rpc1.org/utilities.html
    2. To set the bit setting to DVD-ROM get the BookType / Bitsetting Utility tool from here: http://www.liteonit.com/global/index.php?option=com_wrapper&Itemid=153

    https://www.videohelp.com/glossary?R#Region%20Coding
    Region Coding
Region coding is how Hollywood studios stagger DVD movie releases across the planet. These codes ensure that one country doesn't get a DVD movie before the same movie is out in that country's theatres. In their corporate omniscience, movie studios have carved the planet into regions with each region having a specific code.

All DVD players and discs have region codes. A DVD player and disc must be of the same region or the disc will not play.

If you want to watch movies from other countries, you need a multiregion DVD player. This will allow you to play any disc from any region. However, because TV standards differ, you might need a specialized NTSC/SECAM/PAL TV or a DVD player that can output any signal to the standard your TV accepts. TechTV
Because of the stuff above, a RPC2 drive, is one drive that check for region code in hardware. An RPC1 drive does not check for Region coding in hardware. If this is the case, region coding is verified by the DVD player software.

You can use the LtnRPC tool to change your drive from RPC2 to RPC1 functionality. You can also go back from RPC1 to RPC2 if you need it. If you do not need it, do not use it, but download the tool just in case you need it in the future.

As stated before get the BookType / Bitsetting Utility tool from here: http://www.liteonit.com/global/index.php?option=com_wrapper&Itemid=153
