Hello To you all i am currently new to translate and converting stuff , Though i find many guides that tell you how to translate to dvd and keep menu and all but , I am looking guide that will explain me how can i translate a avi , mpeg , wmv , etc movies from scratch i meen i want to learn how to translate the movies how to work with subtitle workshop or other app and to learn to translate and syncronize for now and later the other stuff .

I don't know that I follow your post that well. But since you are posting in the Subtitle forum, I'll assume that is your primary concern. Most AVIs or other types of video files with subtitles can be converted to DVD format. In some cases, it can be complex.
It is best here on our forums to ask specific questions about a process or a program, at least if you want to get specific answers.Subtitles are usually inserting during authoring a DVD. Not all authoring programs support subtitles.
Read the 'stickies' in the Subtitle forum first and gather what information you can from them. For a specific program, go to the program's website and you will usually find a guide on how to use it.

Now if you didant understand exactly what i mean so i'l try
to be more specific .
What i want is to learn how to translate a movie with what application can i do it , and from where do i start i mean lets say i have some english video and i want to make subtitle for him so how can i do it , if there is step by step guide for beginers that will be great .

I'm not sure there is a step by step guide, but the above thread may lead you to some programs that may serve your purpose, then you can search for guides for them with Google. Or their websites may have guides or link to them.
Some movies have subtitles available for them already made on the net. If the movie is well known, you might be able to do a search for subtitles for them.
The format of the movie sometimes determines the method or type of subtitles used. A AVI, such as a Xvid may have a different type of subtitle than a MPEG, such as a DVD movie.

Now let be more specific i am Pc Technician and i have some good knowledge in pc repair
finding hardaware / software solution so im not that new to computers , Though the Video stuff is new to me i have another pc that connected to 29 Inch sony tv and i watch movies on it check the pictutre ( so i know there is new sub preready) but never mind .
now i have another question i did read some nfo about subtitle workshop about 2 lines( i hate to read) and i did my own self testing on movies and figure how to start translte a movie and i im not wrong i save the first sub testing in Sub viewer 2.0 i hope its the good format cause there is many sub format there any way i did a part of the movie and test it and it was great but when i save it , some of the sub did not syncronize with the sound althoug i did put the right timing i check few time before saving the sub so what should i do now . ? ?
By the way thanks for your help you are the only one that answer me so far i guess it because im from isarael and you from usa . probably some of the dudes here preferred not to ..... me .

We have a lot of members where English is a second language, but we all manage to communicate eventually.
I think the word 'Translate' is the problem. I'm not sure if you meant that as a reference to language, or changing the format of the video as in encoding.
I'm afraid I don't know much about subtitles, but most of your questions may already be answered in the Subtitle forum. Unfortunately you may have to do some reading.
But keep asking, someone that knows more than me about subtitles will likely answer.
