i need to be able to create usernames and passwords and all that jazz. ive searched around a bit but havent found anything good

If you're running Windows, IIS comes with a FTP server, so you may very well already have one.

I use cerberus http://www.cerberusftp.com/ free and very easy to set up. I agree with BJ_M IIS is a pig to configure
