Every now and then i come across a site in japanese that i'd like to read. But first in order to use various website translators out there(like babelfish?), i have to get Xp to View/recognize japanese language characters.
How do you do this in XP? Any help would be appreciated.

Usually you go to Windows update and look for the Japanese Language Pack. It could be kinda hidden though.
I personally use NJStar Communicator, which is payware. -

Super Warrior - You need to look in the Control Panel under Regional Options to find the setup stuff native to XP (assuming it has been installed. Otherwise do what kschang said.).
Although I have never used it, it might be worthwhile to you to consider getting the NJ Star Communicator package. I have a need to read/write Cyrillic from time to time and I installed a similar package by another company that allows me to easily write with Cyrillic letters. Plus it has a nice popup keyboard that is customizable that shows what Cyrillic letters are mapped to my standard American keyboard. The package I have was worth every penny so I could see how the NJ Star package might be worthwhile for those who need to read/write the so-called "CJK" languages. -
That option is on the control panel. Double-click 'Regional and Language options' and then the 'languages' tab. There you can install the pack for east asian languages.
If you change the keyboard layout, you can write as if you had a Japanese keyboard.
