Creating a very simple DVD menu (HELP!)

Hello again.

I'm just wanting to create a very very simple dvd menu which will consist of

1: A background picture (which covers the whole screen)

and

2: just one option to click which will be 'Play This Movie' (I don't want any buttons. just clickable text)

Does anyone know a program which is easy for a novice where i can do this?

i'm pref looking for a program which can do that & burn the vob/ifo/bup files with the menu init. If you get me?
