Is it HD TS MPEG-2 file or is it SD MPEG-2?

If it is HD TS you can use TSSplitter.

Cut the file with MPEG2VCR then author the two files separately with a DVD authoring tool, TDA is easy to use.

The Womble MPEG Video Wizard or MPEG Video Wizard DVD will do this easy to edit file and do not have any quality loss.

I haven't use the MPEG2VCR. But it's also the Womble products.
