  1. Are there any good, somewhat easy tools out there to make just a menu that I can later use in DVDAuthorgui?

blufftitler might be a good place to start. There are other 3d packages out there that are good as well.
    Blender
    OpenFX

I typically use my NLE (vegas) to create my motion menus.

Photoshop, Paintshop Pro, or (if you can get it working stably) The Gimp. Throw in some images from some of the royalty free stock photo sites.

Don't forget Paint.net, which is free, and half-way between MS Paint and Photoshop SE in features.

I can see using a photo editor to create a background image and even to layout how the entire menu will look. But, when you are aready to actually turn the image into a real menu, is there a mechanism whereby the authoring program recognizes the buttons as buttons?

Right now I'm using TDA for menu creation and I find it somewhat limiting in terms of customizing a menu.
