a bin file is an image file, no video format.
but it is probably a vcd a svcd. then extract the video with isobuster and add subs with for example virtualdub and vsfilter plugin. -
https://www.videohelp.com/tools?tool=97#comments have a gander at the guides.

He already did: https://www.videohelp.com/forum/userguides/159399.php
Why not try the guides - it might help. -
Then you author the MPEG with your subtitles to a new disc image or a new disc.
-
You can load your subs with mplayerc.exe (among others).
Or you can use a filter with Vdub. See "How to add permanent subtitle to a video with virtualdubmod" (https://www.videohelp.com/forum/viewtopic.php?t=272736) -
Edit / Settings, I think, then search for video renderer settings. Only some support subtitles.
-
Oh, come on, check the choices a little, it's got to be under video...
-
In fact I don't understand what means to change the renderer et I don't see that in the options ...
-
Neither do I, but try "Output" under "Playback". And do show some initiative, are you employed by the Belgium State?
-
You close the program and restart program after making change, yes?
