is there a good tool for authoring Mpeg2

is there a tool for manipulating, modifying, like Adobe Premier to author mpeg2 dvd movies? I have DVD camcorder and like to add music and combine the movies, is there such a tool allow me to modify this type of movies? I know you can do this with DV. Thanks.
