How do I find out if my input file is Progressive or Interlaced?
I didn't capture the video (downloaded it instead).

Most downloaded video is progressive. dv-avi and some mpeg2 might be interlaced.
but you can open the video in for example virtualdub or virtualdubmpeg2 and check...interlaced looks like

Remember to check a whole range of frames. On material that has been hard telecined, you will find some frames that look OK (progressive) and some that have the mouse teeth (interlacing), actually in a fairly regular pattern. True progressive would have NO intelacing. True interlaced material, OTOH, will have many frames that LOOK progressive if nothing in the scene is moving at the time.

That doesn't make sense.
A "De-Interlacing" filter takes out the interlacing, not putting it back in.
What you may be seeing are interline differences that would be smooth with an interlaced (or progressive) file, but which have been decimated to 1/2 the lines and will show twice the difference.
Example:
Original:
Code:AAAAAAAAAAAA AAAAAABBBBBB AAAABBBBBBBB AABBBBBBBBBB BBBBBBBBBBBB
Code:AAAAAAAAAAAA AAAAAAAAAAAA AAAABBBBBBBB AAAABBBBBBBB BBBBBBBBBBBB

I think you are right. I think that when I ran the file through the deinterlace filter, the result was lines that would have been smooth otherwise. I don't have any screen shots, sorry. But I do think you're right.
