Just curious.. through reading some posts, I have gotten the impression that (x)VCD's will (might?) play with a VBR rather than the constant 1150. Makes sense to me as far as in a DVD player.. since they're basically built around VBR. But how likely is this to work?. I know the MPEG2 is inherently a VBR scheme, but would set-top DVD players be 'wired' to decode a VBR MP1 stream, seeing as how the MP1 standard is for a 1150 CBR?
How much forethought do the manufacturers *really* have?
Thanks!

Well, already done
My SeVCD Template uses MPEG1 VBR @1150kbps, so it does work, how well, depends on the compatibility of the DVD player itself it should be very compatible, but not 100%
