I shoot and edit weddings in NTSC. Then I make DVD's on a Pioneer computer DVD burner and on a Pioneer DVR-310 standalone DVD Recorder. Will these play in countries like England and Israel or do they need to be converted (like I used to convert my tapes to PAL and SECAM)?

It has been estimated by some sources that roughly 95% of the world's DVD players are capable of playing an NTSC DVD. Sometimes there are display issues where the DVD player can't conver the signal to PAL or the TV can't correctly display the signal, but these are not common. Brazil and Hong Kong, which are PAL countries (well, HK isn't a country, but you know what I mean) routinely produce NTSC not PAL DVDs. Why? Simple. NTSC DVDs will most likely play on their DVD players and they can be exported for sale to the USA, Canada and Japan.

They should play fine, AFAIK all region 2 dvd players can play NTSC.
