I'd like to capture 26 minutes of video into a 40 meg AVI or MPEG. What's the best way to do this? I have VirtualDub and the ATI Video Player (I'm using an All In Wonder Pro video card). What settings should I use? How good will the quality be? Is there a better program that is free or cheap to use that would do better for me?

I suggest if you have the HDD space you use Huffuvy or PIC Video MJPEG for the best quality. These will result in very LARGE files that you can then encode to a VCD with TMPG.
If you encode a 26min movie into an MPG with VCD specs it will be 260mb though, not 40mb, so rule that out..
Your best bet if you want a file size that low is to go with DivX. It wins hands down on compression, but you loose alot of quality.
It might even be a good idea for you to capture directly into DIVX. I suggest you use DivX 3.11 for capturing, because DivX4 requires far more CPU usage..
