    I believe the correct term is macroblocking - see https://www.videohelp.com/glossary?M#Macroblock for more info.

    And it's a result of the encoding process. Generally a combination of the process of resizing the source frame size to a DVD-compliant frame size, and/or insufficient bitrate used and/or insufficient filtering to make this less noticeable.

    Unfortunately IMHO NeroVision is pretty crap as far as customisation of the encoding aspect goes. IMHO you really need to either learn the manual process or use a somewhat smarter tool like ConvertXToDVD.

    Looks like a Gundam episode.

    There are settings you can put into FitCD to optimize for macro blocking and VDubMod and such has filters "BlockBuster"? that should fix a bit of that.
