    I am looking for a way to add a menu to an assortment of vob files without having to rencode them. I like to experiment with a lot of programs, so please throw out some recommendations.

    Pretty much any decent authoring tool will accept either the VOBs, or the demuxed video and audio. Good tools wont re-encode. You could look at any of the following

    Tmpgenc DVD Author
    DVD Lab Pro
    DVD Workshop 2
    GUI for DVD Author
