I tried to set up a Neteller account, and make a Visa deposit into it. However, the site said that my transaction was declined. I was using my Visa from Bank of America. I called BofA, and they said that no transaction was denied, and that there are NO RESTRICTIONS AT ALL on my Visa. They did show a $0.00 successful transaction from "Surefire", which is apparantly affiliated with Neteller. But no declines were recorded, period.
I called Neteller, and they said my card was in fact flagged to be denied for offshore companies. I know this is nonsense, because I've bought stuff from Japan, and BofA twice assured me there were no restrictions on the card. The Neteller rep then offered to instead transfer money straight from my account if, Gee!, I just gave him my bank account number.
I smell a scam, but a Google search didn't show any dirt on Neteller. In fact, just the opposite, it seems to have a high reputation, along with PayPal. Has anyone here used them, and if so, have you successfully used an American-based credit card with them?
