    Look at the DVD Specs here https://www.videohelp.com/dvd

    Looks like 352 x 240 pixels MPEG1 (Same as the VCD Standard) can be done this is for NTSC
    352 x 288 pixels MPEG1 (Same as the VCD Standard) for PAL

    MPEG-1 video is perfectly acceptable in a DVD. The only thing you need to do is convert the audio from the VCD standard of 44.1khz to the DVD standard of 48khz. TMPGEnc DVD Author, for one, can do the conversion pretty much automatically. Other authoring programs may need a little help.
