I tried using Subtitle Workshop .. which is perfect for editing all formats (.SRT, etc.) but while adding time delay to *.SUB file, for some reason unknown, the subtitle file goes haywire..
So, is there a separate app for correcting *.SUB files?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

Sure something can be done. I'm sure there's a better way, but since I'm used to working with SSA subs, I'd first convert to SSA, and then open them in SubStation Alpha. Up at the top, go Timing->Shift Times and Save. If for some reason they have to be in SUB format, then convert back.
