Hello I want to make a VCD or SVCD but the movie file I have has removable subbs how would I go about adding the removable subbs to the VCD? Or would it be better to convert it to DVD and make a DVD out of it?

VCD doesn't support selectable subtitles. SVCD support it, but not every DVD player can display them. So, it is better to convert to DVD.
