I have a harddrive that has a recovery partition and and OS partition on that same drive. is there anyway to just delete the recovery partition? Or would I have to do format on just that partition or both or just the main drive itself that the partition is on? I'm a liitle lost? What I want to have is my 200GB as one drive instead of the the 192GB, and then the 8GB partition......

delete both partitions. setup a single partition and format it. install the os.

Best freeware solution would be a linux based live CD.
I recommend you try out PCLinuxOS. It has a partition editor so you can delete/resize partitions. If you're not familar with Linux don't worry it has a GUI.
To give you a heads up, if you go this route burn the CD @ max 2x.
