From what I've read, I assume that DDR400 ram that is rated at 2-2-2 will cycle a memory fetch 33% faster than ram rated at 3-3-3.
1. Is this a correct assumption?
2. How much increased CPU performance could a 3-3-3 to 2-2-2 ram upgrade realize?
3. Would using DDR433 ram at 2-3-2 be much better (provided I can OC my CPU to support it) than the DDR400 at 2-2-2?

Probably not going to notice that much of an increase in performance. That low-latency memory is more for wringing every last drop of performance from your system or if you need to overclock your memory. As for the difference between 400 and 433 for OCing you'd best consult specifically what chips the memory is using more than just the rated bandwidth and latency. I can't recall which Samsung chip it is that's a really solid OCing candidate but I know you can't go wrong with Winbond BH-6 in your PC3200.
