    I've already got the VOB files I want to burn to my DVD..

    I can use IFOEdit to make the IFOs

    All I want Nero to do is create a menu and burn a DVD.

    I dont want Nero to recode the VOBs.

    How do I tell it to leave them alone ?

    IMHO Nero is an extremely poor authoring tool for this very reason - it tries to tell you that your source is not to its impeccable standards and therefore needs to re-encode. Something like DVDAuthorGUI should be able to assist you better.
