I'm using Sonic's MyDVD which has the option of burning DVD's in PAL format.
1) What is the probability that the DVD will play on a stand alone player in the Czech Republic?
2) Do all DVD equiped computers play PAL formats?

Many European DVD players will play NTSC videos, you might ask them first before you go through the conversion process. But, if you make a compliant PAL DVD, it should play if they use the same PAL format. And the DVD media is compatible with their player.
A computer can play PAL or NTSC, it doesn't care what the framerate is.
