How the hell do I re-encode?

I'm getting so frustrated with this for days I'm messing with this thing and getting nowhere. Forgive me for opening another thread, but I'm not getting anywhere in my other threads.

Short breakdown of what I'm doing and what I want to do.

Goal: Cap at 15mb mpeg2 using PVR usb2. Trying to take that cap and re-encode using atleast 3 passes with CCE.

Problems: How do I do this? I'm getting all kinds of different answers all the time which is only confusing me more. I'm trying to use some of the programs that was recomended but they cause errors I know nothing about. I've tried going to http://www.shspvr.com/ but most of their threads are old and are for basic things. Nothing covers anything like what I'm trying to do.
