I have a DVD Player Philips DVP 5100k and just figured that I need my avi files with 24 fps for them to run smoothly and I need a program to do that, for some videos I use VirtualDubMod but there are some videos that when I try to open ot says it can't find the right codec. Does anyone known of a program to encode avi files that can change its fps?

Why not use GSpot or AVICodec to figure out what codecs you need and continue using VirtualDubMod?
Or you could install AVISynth and use VirtualDubMod's "Open video file via AVISynth" option. Just about any file you can play with Windows Media Player will open that way.
What frame rates are you having problems with? Divx/DVD players can usually play just about any frame rate. -
I'm having problems with 29 fps with a resolution of 704X396. I'm not 100% sure that it is the fps but I'm guessing it is because I don't see anything different from my other videos

Exactly how "not smooth" is the playback? Most Divx players will simply duplicate or drop frames to match the output frame rate. For example, with 25 fps video one frame out of every 5 is duplicated to create 30 fps. This leads to 5 little jerks every second, usually on noticable on smooth panning scenes. This is the same thing VirtualDubMod will do anyway.
If your video is more jerky than that you may have a multiplexing problem. A simple remux with VirtualDubMod may be enough to make the file play smoothly. Put both Video and Audio in Direct Stream Copy mode. Then Save as AVI. VirtualDubMod's default Interleaving settings should be fine.
