    I have several video clips, and the picture quality is pretty crap..

    Is there a way that I can improve this picture quality..

    You could always run your video through VirtualDub Mod or the regular VD and apply some filtering. I don't know that it will make it look much better, but it's worth a try. Lots of VD filters are available at http://neuron2.net/

    NO. You cannot take Crap and turn it into Gold or even less smelly material. It is still crap.

    Let me guess. You have some very small format videos, that already show the signs of extreme compression. Ahhhh Nope! Nothing substancial can be done.
    No DVD can withstand the power of DVDShrink along with AnyDVD!

    of course he can make it better, how do u think they release great old films on dvd today, if u have a couple hundred thousand/million u can digitally re-master the video

    its been done with loads of films

    Going back to the original video means he would have access to the studio which might a tiny bit of a problem or maybe buy the original movies on DVD.

    Film restoration is a well defined craft. Mount it on a Rank-Cintel flying spot scanner (or equiv.) and restore to 2kx4k or 4Kx4K data using a Davinci (or equiv.) color corrector.

    Capital investment ~$1million with used equipment. Good colorists can make >$100k/year.
    The engineer that keeps everything working makes close to that.
