    I have been searching for a tool that I can change the kbps, I have a 5.4 gb movie I need to fit on a DVD and the video is already mpeg2

    If it's already in MPEG-2 format, you need to re-encode it to reduce the size. This will also reduce the quality. You could try ReJig. If it's in VOB format as a DVD, then DVD Shrink is one method. Or you can use an encoder like TMPGEnc or similar to re-encode it. You may also need to use a bitrate calculator to set the bitrate to arrive at the right size. Look for them in 'Tools' to the left. <<<<<<
