I use VirtualDub Mod and the Xvid codec for MPEG and AVI conversions. Both are freeware. VDM has many filters available and does well at editing and conversions to Divx or Xvid. For DVD to Xvid or Divx, FairUse Wizard or AutoGK.

The speed of conversion is directly related to your CPU speed. No matter which program you use, it's the codec that does the conversion. That's what you need to adjust for quality/size.

avi.net is a good and easy-to-use tool too, for mpg or DVD to avi.
