    is there a program where you can edit a video file frame by frame not just subtitles but like color/paint over text in a frame and add your own text and or add pictures to the frames?

    Vegas, Premiere, After Effects, Wax2, Media Studio Plus, Combustion etc.

    Depending on what you need, even avisynth or virtualdub might be enough.
