  1. What are some of the best ways to eliminate the echoes (if that's the right term to use) of a stretched audio track? I tried experimenting with this using the Pitch Shift effect to lower the audio to the appropriate tone, and in the process use this plug-in to help lessen the echoes in the audio. I think this works ok, but are there better ways to do this? I'm trying to get a much more smoother sound with no echoes and with the right low-tone voice. I think Pitch Shift helps with the tone, but I'm still searching for an answer for my audio echo problem.

Stretching more than 10% becomes difficult. Using the time stretch facility is sound forge, pitchshifting does not become necessary, and the results can be very clean, even past 10%. But it is also dependent on the original quality, to some degree.

How much of a time stretch are you attempting ?
What method are you using ? If you are simply dragging the end of the track out, try using the non-realtime timeshift feature instead

  3. I'm stretching it out by dragging it (stretching it to its max). Do I apply the Non-realtime feature first before dragging? I only use the Pitch Shift to lower the tones of the voices in the audio, unless this feature automatically does it for you?

The timeshift effect will maintain the pitch, however you need to be realistic about how far you stretch it. After 10%, things get dicey. Note also, this is an audio only effect, so it won't change the video.
