    if i reduce the frames per second would it reduce the size of the video file when converting to mpeg

    no, if you want to lower the size you must change the bitrate.

    it might if you lower it too much .... lower bitrate = lower quality = lower file size

    Lower framerate, it gets jerky. Lower bitrate enough it will turn to mush.

    If you are making a DVD with your mpeg then you must stick to the DVD standards for fps.
