    Are there any filters for virtualdub that can create the pixelation effect like one sees on cops to hide peoples faces?

    I found a mosaic filter here http://pcvideo.tripod.com/download.htm but it doesn't allow positioning. It just applys the filter to the whole video clip.

    You could use Virtualdub Logoaway filter, but I don't know of one that will apply the pixelization effect over a small area:
