I've recoded avi with Video aspect ratio of 1.294:1 (352x272) PAL 25fps to VCD. The portion of a Avisynth script i've generated looks like this
BicubicResize(340,288)
AddBorders(6,0,6,0)
Is it correct?
Workinngs are here:
352/1.33=264 than 264*1.294=341.6 round to divisable by 4 =340 so i've arrived at height for resize script than added pillar bars for the rest. that's it.
Proof me!

You never did explain what you're trying to accomplish. So how would we know if you're right or not? -
No you were NOT very precise. You just said "to VCD". You never explained it's PAL, NTSC, whatever.

Just from looking at this, to keep the original picture just add borders to the top and bottom:
addborders(0,8,0,8 ) without using a resizer
From looking at your oiginal script, I'm guessing you will squish the picture by adding borders to the left and right of the screen, and you will stretch the top and bottom. So your picture will have a very off AR.
If you are unsure at all how it will look, you can always open up your .avs file with a player like MPC or BS Player, and set it to 4:3.
