how to blur image in a video?

if i have a video and i want to cencure it, like blur people's faces, how can I do it?

Use a decent editor like Vegas or Premiere Pro. Create a mask that you use to limit the blur area. Hand track the position of the mask frame by frame so the blur follows the position of the face. Time consuming stuff.
