Does anyone know of a way to speed up the initialization process of DVD-RW Drives?

I have 2 optical drives - A LiteOn DVD-Rom and a NEC DVD-RW.

When I put a disc in the LiteOn, the access LED goes on for about 2 seconds, and the DVD is then available to the OS, viewable in "My Computer", etc...

However, with the NEC, when I insert a new DVD, the access LED is on for a full 11 seconds before the disc finally becomes available to the OS.

Obviously, these access times make a big difference when you are cataloging a large disc collection, and if you try to access the disc before it is ready (i.e., before the LED goes out after the initial insertion), then it seems like it takes even longer to become ready.

Does anyone know what controls this behavior? Could 3rd party softwares that alter DVD behavior (like DVDIdle) be useful? Can anyone suggest a fix? I have the NEC-3540A and have flashed the firmware to the latest version.
