What do you mean by 'Compress'? Are you asking for software that will 'zip' a video file to make it much smaller or are you asking for something that will re-encode a video file(change bitrate and resolution) to make the file smaller?

There is no 'zipping' of video files only re-encoding, which for the amount of file size reduction your asking for will result in pretty awful video.

He wants to put the result on a PSP.

SUPER and PSP Video 9 should be able to reencode the video to the smaller size and format suitable for a PSP. However, it won't guarantee that you'll be able to fit the result on your Memory Stick (especially if you haven't bought anything higher than the 32MB Stick that comes with the PSP ) - the PSP format is fairly strict, if I remember correctly, though I think (I'm probably wrong) one of the recent system updates allows you to play WMV videos straight from the Sticks.
