hi, i was using infomedia to fidn the biotrate but it just gives u the opening clip's bitrate and eve then i dont think its accurate, is there anything that plots the whole bitrate on a chart or even a program that shows u what the expected quality would be on different types and sizes of tv's

that just works on dvd's which is great but i also need to check ts files i have put on my computer, the premise is exactly what i need but also other formats especiially hd ones

While there is a correlation between quality and bitrate, to a degree, there is no way you can use bitrate to tell you how a video will look on a particular type or size of TV. There are just too many other factors, including quality of source, any filtering that may have been applied, other encoding settings that impact visual appearance. I have seen fottage that has been encoded at 7500- 8000kbps that looks much worse than material I have done at 5500 - 6000 kbps. I think you are taking a much too simplistic approach.

Yep, not much correlation between bitrate and quality. 3000 may be enough for one source, but 5000 not near enough for another.
I don't know of any app that will graph the bitrate for a TS, but if you open it in DGIndex, go Options->Playback Speed->Maximum, and then File->Preview, if you wait a bit, you'll get the average bitrate. -
Something else, though not mentioned, is the MPEG Encoder, and each have
there respective PROS and CONS, in terms of output expectations.
Encoder A might do better at 6000 bitrate, than Encoder B at 7000 bitrate,
and vise-verse, to name one example area.
