Well, the problem is that when video is converted from divx to mpeg2 in elementary streams mpv + wav, in mpv appears lots of green blocks as artefacts they appear only in one frame after the scene is changing so when watching it sees just like blinking some green bloks in random positions on the screen every 10-15 seconds though the quality of converted video is very good, and in avi clip there was no such artefacts or broken frames. Both converted clips are animation steamboy and sky blue (wonderful days) and i used settings as was pointed in doom9 guide for CCE 2.70 just used lancos resize function and in picture quality settings set Animation 3, set Block scanning order to Zigzag and checked Progressive frame. So if anyone had the same problem or knows how to deal with it?

I would suspect the flaws are from the original, even though they might not be apparent on playback.

When I use CCE to encode, I use avisynth to resizze and filter, then frameserve to CCE. That way CCE doesn't have to do any decoding, just take an uncompressed video stream. I suggest you try the same thing.

thank you for your time guns1inger, but i wat to add that without resizing only converting adding black bars around, looks very good and without any blinking green blocks...so the bug is in resizing, i try all methods and all generate the same problem, i will try the way you do it and post later my rezults, tjank you again.
