Hi,
If I change the region on my NEC3500 to a different one using WinXP control panel,
deos this mean that I can burn new DVD with that new region, or it's just good for playback.

When you burn a DVD it is automatically "REGION FREE" OR "ALL REGION" regardless of what REGION your DVD burner is set to.
Please understand that NTSC will still be NTSC and PAL will still be PAL and changing from one video system to another is a totally different thing than the REGION CODE issue.

If it's Region free, why does it play on one dvd player and not on a different
region dvd player (same TV system)?

I can't really get into the nitty gritty details or I would be here all day LOL but this has all been covered before so you might want to search the forums.
If you want to go into details on your source and how you burned it and what media you used and the make/model of the DVD players ... in short give as many details as you can and maybe I or someone else can offer some suggestions.

John is right in that the most likely cause of inconsistent playback is media and its associated vaguaries.
On the region front, there are a number of things to consider
1. Region 0 is all region playback. This should playback in any region player, putting aside format issues.
2. You can also set a disc to multiple regions. Most ripping software does this, and sets every region to be on. This is more universal than region 0 as some older players that aren't quite 100% spec will play a disc set to all regions, rather than just region 0. It should happen, but is has.
3. Region can be set in two places on a disc. One can be burned to by us mortals, the other is only accessible (like setting CSS encryption) to pressing systems. AFAIK, this makes no difference to playback.
For best playback compatability (all else being equal), setting all regions to on is the best option.

If you have RCE protection enabled when you burn your DVDs you will only be able to watch in DVD players for that region specified.
Just because a DVD is burned, does not mean it is region free. -
I've come across numerous people here with DVD Players that will only play Region 1 DVDs and not region 0.
Two things you can do:
1. Investigate making one (or both) your DVD players region-free via a hack and/or firmware upgrade (most seem to be able to these days)
2. Use IFOEdit or even good ol' DVDShrink to specifically set the region of the player that won't play region 0 and see if it now plays.If in doubt, Google it. -
