What is the souce of the vobs? If your talking about commerically bought DVDs then there is nothing available.

If they are vobs from home made DVDs then there is not much except for applying filters using Virtualdub or Avisynth. Filters can only do so much, the improvement would be slight but not dramatic and it would very much depend on the souce and the what was being filtered.

By any chance are you talking about upscaling or upconverting a video signal?

There's really nothing that will increase quality. In fact, when you re-encode it will decrease quality.

Sure, there are filters that you can use with AVISynth that will smooth and clean up video and get things a little more acceptable, but there's a bit of a learning curve involved with it, and it's quite time consuming.

Audio can be cleaned up a bit with Goldwave or some other WAV editing program.

There's no all-in-one solution, and you are still going to have a decrease in quality as you will still have to reencode the file.
