My original source file is 640x480 and i plan to convert it to svcd pal but if it's going to be resized to 480x576 the video looks stretched. Will it look the same when i play it on my dvd player? cause i don't want that aspect.

640x480 is 4:3 AR, if you set the AR flag to 4:3 when encoding to SVCD, it will be displayed at 4:3, even if it's 480x576 res mpg.
