I recently encoded a DVD I have to avi using a guide on this website.
    http://www.bobsomers.com/articles/dvdmoviefiles.php

When I was finished encoding and whatched the movie I noticed that whenever a person moved or the camera looked left or right I would see lines going though whatever was moving. The lines weren't visible lines but more like the picture was shifting. When I would pause the clip the shifting went away. The clip has a 640X480 resolution and I used Lanczos3 filter as recommended in the guide.

    Could you post a pic?

Sounds like it might be interlaced. You could rerip it and deinterlace it.
Donatello - The Shredder? Michelangelo - Maybe all that hardware is for making coleslaw?

I was going to post a pic but when I pause the video it goes away. It only happens during movement. I'll try to deinterlace it.

just another line of thought, check the field phase. Was the original TFF or BFF and if so did you ensure your encoding followed the original?

Field order. Top Field First or Bottom Field First. Do a search for 'field order' in this forum or a all forum search.

You can also look in the 'Glossary' to the upper left under 'Field' for a little info. <<<<<<
