When capturing using my ATI theater 550 pro capture card I noticed their is on the top of the video kind of stactiy or kind of blury or kind of a little scrably on the top of the video. The video plays fine its clear video just that on the top of the video its their. not big just top of the video. Can you tell me what it is and how to fix that

That is normal, it's the overscan area and won't be visible when viewed on a normal TV. -
are you sure its normal? Is their any way to remove over scan or what ever its called

If it's just a few pixels wide like the one above, yes it's normal. About the only time you won't see that is if your source is from a digital cam. If your source is broadcast TV, VHS, any analog source really, it will be present.
Best method is to cover it up with a black border, how to do that depends on what software you are using. As I mentioned you won't see this on the TV. Unless you're going to be viewing this on a computer monitor just ignore it. -
Those dots and dashes are 'digital Morse code'. They represent time code or closed captions or a program guide or a written news feed or whatever. Usually they don't use the lines so close to the picture. I've seen them on 'Cable Channels' the most. Overscan should get rid of it.
