1. Is there a good free peogram that will unzip PAL compressed files. The files have .rar extension but WinRAR will not open them.
2. Is there a good free program that will let me convert files that are in a PAL format to NTSC?
I know that Nero Vision Express 3 will convert "some" pal but not sure if it will convert if the entire file is in PAL format. Comments?

PAL is a video standard, not a compression scheme.
If WinRAR won't open the file with a RAR extension, then the file is probably bad, or named incorrectly.
Look for a program called IZArc, which will open just about any kind of compressed file (and it's free) and see if that helps.
Another thing you could try is to drop the file into gspot and see if it comes up with anything. Sometimes people will rename video files with a different extension to put them on their websites as some web hosts won't allow files with AVI, MPG, MP3, WMV, etc extensions.
As for converting PAL to NTSC, there are several methods that you can find here in the tutorials section. I've done some conversion from PAL to NTSC using AVI2DVD. I just let it do it's thing and I've gotten decent results from it, but I know there are much better methods.
