    most likely it is ac3 , try using media player classic

    you might need the hdtv pump filter also.

    or just play with mpc or videolan.

    Do you really want to know how the sound is encoded, or do you just want to watch and listen? If it is the latter, you can use VLC Player to watch .ts files or you can use HDTVtoMPEG2 to convert .ts files to mpeg2 files which WMP can play...
