I have several .mp4 video files that I want to make VCDs out of. They play great in Quicktime so I know they work, but what program can I use that will convert & burn them as a VCD? Or what other method should I go about to convert these .MP4s to VCD?

You might try TMPGEnc encoder and the TMPGEnc Mov plugin. Or SUPER and VCDEasy.

If they are QT style MP4's, the easiest way would be using QT Pro to convert them to AVI, then from AVI to MPG, then author the MPG into VCD. (Or can you go from MP4 to MPG in one step? Haven't used QT Pro in a LONG time)
