I have downloaded an mp4 video format via BT. I was able to play it in my computer and watched the whole thing. But when I was about to burn it to a cd (for vcd format) using NeroVision Express, I can't add this video file and a message appear saying "unable to insert this file". So, does it mean it is corrupted? If so, is there a way to fix it? By the way, it was a series, and all episodes are using mp4 format but I was able to burn all of them except for this one.

No, nerovision doesn't support all video formats. Try SUPER instead and convert to VCD (MPEG1).
Or use avisynth as a video frameserver and convert with nerovision, read https://forum.videohelp.com/viewtopic.php?t=284288
