I want to convert a DVD to divx and to mpeg/vcd, but don't want to rip twice.
So I wanna rip the DVD to a video file with great quality first, and convert this file twice to the different codecs.
My question is: What kind of video should I use for this video file?

The video in DVDs is in MPEG-2 format to begin with. What you could do
is use Smartripper (or equivalent) to decrypt the DVD to your hard drive, then
use DVDx to convert the decrypted files to SVCD format with a relatively high
variable bitrate such as a cap of 5000 bps. From there you could convert the
MPEG-2 files to DiVX and MPEG-1 formats.
